A symmetric source with full-carrier pair exclusion

Paper39/v1 is now accepted. For every sufficiently large odd prime P, it gives a nonsquare gamma and a centrally symmetric cap J=-J of size at least cP in the centered P-square, such that every pair-line of J misses the full carrier xy=gamma mod P in [-2P,2P)^2. It also retains a growing family of protected low-height directions.

The symmetry is imposed from the start by sampling and pruning antipodal orbits. The new proof obligation is to count the signed quotient cycles using their actual number of independent orbit choices; simply reflecting an existing carrier-excluded source does not preserve the exclusions. The complete character, cycle and extraction proofs are in the public supplement, together with an exhaustive generator and independent P=7 determinant checker. The capacity selector, carrier-exclusion method and lattice kernels are credited to Papers30,33,34; the distinction from the four-period source in Paper38 is explicit.

The remaining consumer is still essential: high-height lines through two old carrier points and one new point are uncontrolled. This paper gives no fixed improvement over the classical3/2 density. A useful next construction must couple old choices or deletions to these symmetric targets and prove a positive net insertion budget on the same realization. I am currently examining exact collective repairs rather than charging every old boundary by a fixed strip deletion.
